The Professional Institute of the Public Service of Canada, a national union representing some 70,000 professionals and scientists throughout Canada, requires a Collective Bargaining Manager for its National Office in Ottawa.

What can I expect to do in this role?

Under the direction of the Director, Collective Bargaining & Compensation Services (CBCS), the Collective Bargaining Manager directly supervises the collective bargaining and administrative staff; overseeing the operations, organising, and managing workflow within the division. Provides critical support to the Director. 

 

Primary responsibilities:

 

  • Manage the Institute services related to collective bargaining and negotiations for member groups.  Provide strategic and technical advice on the interpretation and application of applicable labour relations legislation.
  • Manage staff, resources and budget for the bargaining and related assignments reporting to the position. Responsible for hiring and supervising those who report to the position. Ensure the administrative needs of the negotiators/bargaining teams are met.
  • Drive effective collaboration between the team members and ensure appropriate performance standards and professional development opportunities. Co-develop Career Development Training Plans and recommend for approval.
  • Develop and recommend for approval budgetary and expenditure proposals; approve regular division expenditures based on delegated authorities. Review and approve expense claims and expenditure invoices, overtime, leave, travel requests and timecards for direct reports.
  • Coordinate the activities of the division including, but not limited to: assigning the weekly meeting chairperson (on a regular basis); Negotiator assignments (with input from Tech Leads) and Tech Lead assignments, for final approval by the Director; assisting staff in their dealings with PIPSC groups/constituent bodies; troubleshooting and problem-solving issues raised at meetings, within PIPSC, and within the PIPSC membership.
  • Identify, implement and manage process optimization initiatives within the collective bargaining and administrative operations. 
  • Provide timely and effective advice, guidance, information, and recommendations on Institute positions to the Director and stakeholders based on organisational context and sensitivity including: labour relations strategies, members’ priorities, and negotiation tactics.
  • Manage the development and the implementation of negotiation strategies to achieve favourable outcomes; including reviewing proposals, counter proposals, Memoranda/Letters of Agreement/Understanding and collective bargaining agreements. 
  • Prepare reports on negotiation outcomes, labour relations status, and contract compliance. Develop metrics to assess the effectiveness of labour relations strategies. 
  • May be required to develop briefs and position papers for internal and external clients, the media, and government officials.  Identify opportunities to advance the interests of members through legislative, regulatory, and administrative changes.  
  • Propose and implement directorate level strategic goals and work plans to achieve objectives established by senior management.  Develop, implement, and adapt internal procedures/guidelines, member/staff resources/tools, and labour relations strategies.
  • Build and maintain effective relationships with members, other labour unions and employee representatives.
  • Participate in division staffing and work with the Manager of Compensation to streamline orientation of new staff for both divisions within the CBCS department.  Develop and maintain collaborative relationships between the two divisions.
  • Participate in the coaching and development of Collective Bargaining staff in their roles as representatives of the Institute and attend meetings when required/appropriate. Conduct or assist in training sessions and promote positive communication, information sharing, and best practices to unify practices across the division.
  • Contribute to corporate knowledge and communications by providing articles, case summaries, and other related reports with respect to labour relations matters. 
  • Participate in multi-disciplinary teams assigned to special projects and work collaboratively with employees in other divisions. 
  • May be requested to undertake other related duties as required

 

Knowledge and Experience Requirements 

 

Education / Experience: 

 

  • University degree, or equivalent, in labour relations, human resources, or a related discipline
  • Five (5) to eight (8) years of progressive experience in collective bargaining, managing staff, analysing data, and making recommendations to senior leadership.

 

Language requirement:

 

  • English essential, with bilingualism if French/English an asset.

 

Skills and experience required:

 

  • Expert knowledge of the Federal Public Sector Labour Relations Act, the Canada Labour Code, and other labour relations and employment statutes that govern collective bargaining and employment in jurisdictions where Institute members are employed; labour case law; current policies; labour relations practices; and human resources management trends and issues.  
  • Sound understanding of public sector labour relations, policies, procedures and planning; the Collective Bargaining & Compensation division and PIPSC strategic direction and priorities; and management philosophies and approaches.
  • Advanced negotiating, problem-solving, analytical, written and verbal communication, interpersonal, conflict resolution and leadership skills. 
  • Ability to conceptualise and analyse; provide guidance and advice on Institute issues in an effectively and timely manner; and respond to crisis situations, is necessary.
  • Within the framework of legislation, regulations, policies, procedures and collective agreements, excellent judgement is required to determine the appropriate direction, action or response when advising/directing Collective Bargaining staff. 
  • Experience with human resource matters; demonstrated ability to manage staff, monitor performance, implement strategies in alignment with division objectives, and build positive relationships & team morale.
  • Knowledge of PIPSC organisational structure, and of the PIPSC membership structures, including the organisation and role of PIPSC Groups, Committees, Consultation Bodies, and related structures.
  • Understanding of operations as they relate to the provision of collective bargaining and representational services to members. 
  • Some knowledge of sources of pay and benefits data 

 

Compensation Package

 

  • Salary Range: $130,444  to $163,054 (G9)

  • Vacation (4 weeks/year) and other generous paid leave
  • Paid time off from December 27th to 31st
